The launch of the $27 billion DIGC Zabeel District in Dubai is the largest demand-led expansion of a financial centre in the region and will play a key role in the future of global finance.
His Highness Sheikh Mohammed bin Rashid Al Maktoum announced the news of the DIFC Zabeel District, which is expected to be double the size of the International Financial Centre.
The DIGC Zabeel District is poised to be a cornerstone of the UAE’s economic strategy, an ecosystem for finance, artificial intelligence (AI), gaming, education, culture and lifestyle in a single district.
Doubling Capacity, Scaling Ambition
Th new edifice will be able to host over 42,000 companies and support a workforce of more than 125,000 professionals.
The scale of this project is a testament to the existing demand and Dubai’s confidence that it can garner global interest.
DIFC is already a renowned financial centre that connects the Middle East, Africa and South Asia with other markets. The Zabeel expansion will reiterate that status, providing the physical and digital infrastructure to attract the next set of international firms.
Intriguingly, around one million square feet has been earmarked for future technologies and AI.
A Long-Term, Phased Vision
Work on the Zabeel district will be completed in six phases, with the first one already underway. It will open its gates to the public by 2030, before the masterplan comes to fruition in 2040.
According to the Government of Dubai Media Office, the project is a response to the demand for premium financial, commercial and innovation-led infrastructure.
Building the project in phases helps the DIFC remain flexible and adapt to changes in technology, regulation and global business trends in the coming years.
The project falls in line with Dubai’s plans of building for today’s needs with design in mind for tomorrow.
AI, Innovation & Gaming at the Core
This new district will have a purpose-built innovation centre and an AI campus that covers over a million square feet.
The space can host over 6,000 companies and accommodate up to 30,000 tech specialists, creating a remarkable concentration of AI talent in the region.
The district will have a dedicated Gaming and Immersive Technologies Hub. It is targeted at framing Dubai as a regional and global leader in next-generation gaming, simulation, extended reality (XR) and digital content creation.
There will be everything from game development studios to training platforms and virtual worlds, a prime example of how gaming tech is seeping into other sectors besides entertainment.
Gaming Regulation & a New Tech Magnet
The focus on gaming comes at a time when the United Arab Emirates (UAE) is beginning to regulate its gambling sector.
There are already several online casinos in Dubai which welcome Arab players. However, they operate under licenses issued in other jurisdictions.
Local regulation brings the kind of clarity, credibility and long-term opportunity that tech firms look for when choosing a new regional base. For tech development firms, the Zabeel District brings them closer to regulators, capital and enterprise clients.
Payment providers and fintech firms will enjoy DIFC’s established financial structure and its role as a sandbox for advanced digital payment solutions. AI specialists will thrive in areas such as security, data analytics and responsible gaming technologies.

The DIFC Academy is expanding almost tenfold to 370,000 square feet, enabling it to cater to over 50,000 learners every year.
This emphasis on upskilling is designed to support a knowledge-based economy, ensuring that local talents can stand shoulder to shoulder with their international counterparts.
Culture, Lifestyle & Connectivity
Besides business and education, the district will improve the general quality of life.
There are plans in the works to include residential developments, hotels, conference facilities, premium retail spaces and a central boulevard, all geared towards encouraging people to walk and interact.
A first-of-its-kind pavilion will further position the DIFC as a cultural destination, while a bridge connects the new district to the DIFC Gate District. This seamless integration feels more like a natural evolution as opposed to a mindless extension.
